They simply had a boarding house that they took over in 1876 before which they had a hotel in nearby Fowler. In the 1880 census, they have a large number of boarders (as well as servants) listed with them. Daniel Peck was fairly well known in Gouverneur as he was also a very active politician in the area (the census shows him as a "member of the assembly") as well as the manager of the boarding house. Frederick Fuller may have been a student at Gouverneur High School (students from the nearby farm area often lived in town to go to school), or he could just have been a student somewhere else who was passing through and happened to be staying there when the census was taken. Its hard to tell. The only thing the census really tells you is that Fred's "occupation" was as a student, and that he was boarding that day at the Peck's boarding house. If I were to guess, I'd say the Frederick Fuller listed with the Peck's is the same Frederick Fuller (also born 1862) who was listed in Fowler with his parents with an occupation of "attending school". HIs parents were Oscar and Martha Fuller. As mentioned above, Daniel Peck also lived in Fowler until around 1876, so its very likely he knew the Fuller family and that their child would stay at his boarding house while attending high school.
