So records could be found in all three places. I did see the marriage of a Frank Terrance of Franklin NY in 1996 to a Margaret Thompson. It was registered in Stormont, Ontario (Cornwall). Also I noted several Terrance records in the St. Regis Catholic Church (Quebec side). None seemed to match the names you mentioned. Interesting though that when someone with the surname Terrance married in St. Regis, the record showed only the Native name of the father, not Terrance.
