Jeanette Neisuler's _History of Education in Schenectady, 1661-62 - 1961-62 is now available at: <http://www.schenectadyhistory.org/education/neisuler/> Even if you're not researching Schenectady, this book contains a lot of information on the development of public education in New York. I found it a fascinating discussion, as much for the things which haven't changed (e.g., the controversies over school funding) as those which have, such as teacher pay and status and social attitudes about education in general.
