Since it was a state run facility, you might want to try OPWDD [Office of People with Developmental Disabilities] in Albany. They do have a website: OPWDD.org which has contact information. It was not uncommon for people who did not have a disability to be placed there during the time frame you mention, mostly due to a misdiagnosis and financial difficulties of the family. Good luck.
