    3. Jason, This one is simple. Before 1798, Rockland County was part of Orange Co. It was sometimes called Orange Co South of the Mountins. Because of the difficulty in getting back and forth over the mountains, Orange Co was split in two in 1798. South of the Mountains became Rockland Co. Tappan is in Rockland Co, but was of course, in Orange Co until the split. Just to confuse things, there is an Old Tappan, which is just south of the NY/NJ border, in Bergen Co, NJ.
