Just a bit of clarification on the North Salem vs. Salem response. Salem is indeed in Washington Co. However, it is not the county seat. The current county seat is Ft. Edward. I'm unaware of a North Salem in Washington Co. The township immediately north of the Town of Salem would be the Town of Hebron. There is, however, a New Salem, just outside of Voorheesville, N.Y.
