Linda, Each genealogy (uncertified) certificate costs $11. You must have sent in $15 each which is the price for certified copies (even though the online form doesn't say so)? That would get you a $12 refund for three certificates. It was very perceptive of you to realize that NY was not rewarding you for waiting. <g> The genealogy form can be found here: http://www.health.state.NY.US/nysdoh/consumer/vr/genform.htm The waiting time is 6-8 months unless you get the certificate from the village / city / town(ship) that sent the information to the state. They will send it to you in 1-2 weeks and the price is usually the same ($11).
