    3. Vital records don't exist for Troy before 1880 (unless they have some for approximately the 1846-1849 period). Sorry. But, to answer your question, if the date was something like 1890, you could use the form and send in the money. A reason for using an index (at the NYS Archives) is usually to locate the place of birth, marriage or death if you don't know it. That will allow you to find out which locality you should write to for the certificate.
