When I was growing up I thought it was the entire State of New York and was eventually surprised to find it wasn't so. (I'm still surprised). Yes.... New York County is Manhattan. Look at: http://www.nyc.gov/html/records/html/vitalrecords/home.shtml for information on getting death certificates. I would assume (but may be wrong) that the death certificate is issued by the municipality in which the death occurred, not where the burial eventually is. Joel Weintraub
