This is the first time however I've heard the "no photographs" edict and quite recently I received pictures of family headstones taken by a cousin who was given a lot of very helpful informatiom gratis in the office and certainly never was told not to take photos. He was wearing a camera and stated that was a reason for his being there! I doubt the owner of a plot could be forbidden from photographing it what ever the rules.
