I can see why you might think that it was taken at the World's fair as the back drop is painted like those used in a studio. The car is set up to almost be "the car of the future" type of thing. The clothes the women are wearing look to me like 1920's early 30's. You might want to look in your LL for books that help you to ID pictures and the time in which they were taken. That might give you a better idea as to the time period. I hope there is someone car enthusiast who might know the make and model of the car they are sitting in. Good Luck with your mystery.
