Some Connecticut towns did have bmd records. If you can afford it, you might subscribe to NEHGS. Try Ancestry first as it's cheaper and it might be there. If you ask people will often do a lookup. Fortunately Story is not a common name. It's my grandmother's middle name, because her father sang in several church choirs in Northampton and Florence, Massachusetts, that were directed by a man named Story, and he had a daughter named Helen (like my grandmother). That's in the Connecticut River Valley, whose residents basically treated it as if it were one great big old town. I'm sure you've thought of this, but you might check with Story genealogists as well. One other thing; Burrel was probably named after a surname recently found in his maternal line; likely his mother or grandmother.
