Note that in NY state the town and village/hamlet frequently do not have the same name. For instance, Googling on the town clerk for the (village of) Washingtonville NY brought back the town clerk of Blooming Grove NY, and Googling on the village clerk of Washingtonville NY brought back the village clerk of Washingtonville NY. I loved the bureaucracy when I lived in Blooming Grove; too funny. Villages are within towns, towns & cities within the county etc.. The town clerk of a village today is likely the person who is town clerk for the town wherein the village resides/exists. Blooming Grove is still rather rural. Washingtonville is more heavily populated. I used to live on top of a hill just over the boundary of Monroe, N.Y. Our address was to Monroe, N.Y. It took as a while to figure out why some bills we paid were to Blooming Grove. We set out to find Blooming Grove and found two buildings that were where the original town was supposed to be - a diner and a post office I think it was. Most of the rest of our utilities were paid in Washingtonville, and we shopped for groceries in Monroe. Truth is I think my favorite place was Chester, N.Y. When I left Chester was all but a ghost town. I understand it is coming back. Historically, Chester was actually a very important place and very active in the Underground Railroad movement.
