A year or so ago, when I asked the genealogical librarian at our county library whether they had subscriptions to either of these programs, he said they did not because of the cost, which to a library was far above the cost of an individual home subscription. This is rural Indiana...
I would suggest that someone check periodically with their individual library or their larger county wide system. It appears from what has been posted online in the past 6 months or so that many more libraries now offer Heritage Quest. That very thing had happened with me. The first time I asked locally it was no, and then a few months later I found out by accident that we did have free home access.
