Keith There were essentially no settlers in Oswego County until after 1790 when George Scriba got a huge patent of land from the state; probably the first settlers on his patent were around 1794-5. So anybody there earlier probably had no "ties" - e.g., military, traders. Even then, there were not many settlers until after 1810. The county was organized in 1816 from Oneida and Onondaga. I know of no list of those who purchased land in Scriba's patent. There are some early land records, but they seem to be mostly (all?) held in Oneida County. But at least a few of these are available as copies in the Oswego County records that I looked at when I visited.
