Mary, I'm willing to bet Samuel was living with someone else. The pages he appears on are for Rev. War vets, and so he is listed by name there. The 1840 census lists only the head of household by name - all others are listed by a tick mark under the appropriate age grouping. Samuel is probably with a son or son-in-law.
