The Orleans county Surrogate court may hold wills/probate files for the individuals you have listed. Not sure when Mildred died but the father must have died sometime between 1930 and her death date. It would be time consuming but the B-M-D index for NYS Vital records may uncover William. If you have the date of the death and the location, the DC for Mildred should list her parents. The town or village clerk where she died may have the DC. Do you have that? Wills/probate files may list next of kin if they were involved in any estates. Hope this helps.
