Hi Robin, If your ggrandmother lived in Newburgh but for some reason went to Cornwall hospital and died there, her death certificate would not be in Newburgh. The death certificate is filed where the person died. But, then in 1917 I had two Great Uncles die, at home, in the City of Newburgh. No certifcates were found, so I wrote to NYS and recieved both.
