I don't know if this would apply to New York but I have found a long list of people in Fairfield County CT that represents those giving their 'Oath of Allegience' to the government of the State of Conn. This particular oath says that the person believes that the King of England does not have any rights over the people of the state. This Oath is listed all the way from 1777 to 1815. I would assume that it is generally the same as the one you refer to. Bill S
