Anne, I think you're right about that. I'm pretty sure those records are in the older part of the court house that faces Montgomery Street; the newer part of the court house where trials are held (and where jurors have to report...) is across State Street from the old court house building. They mention the Hotel Syracuse Parking Garage as alternate parking if the Oncenter garage is full; I've parked across the street from the Hotel Syracuse parking since March 2005, and I don't recall it ever being open to parking during that time. They have been working on it however, for certainly at least a year if not longer.
