On the 1930 census there is a Frank, Laura & son Robert ROWE at 160 Lincoln Avenue in Syracuse. Funny thing, I "might" have known them. My grandparents lived at 139 Lincoln Ave. and I used to visit a lot of the neighbors. I don't think there was a Jackson St. in Marcellus, but you might check one of the Syracuse Suburban directories for about that time period. Don't know if it goes out as far as Marcellus or not. There is now a Jackson St. in Syracuse, but it is a tiny little thingtucked in under Route 81, down behind Crouse Irving Hospital, only a couple blocks long, and don't know if it existed before urban renewal. Check with Local History / Genealogy at OCPL, or even call the library in Marcellus. They should know.
