You do not have to be a subscriber. By indexing a county packet, you are making the packet searchable at no cost on our website so that one can make a more informed decision as to whether they should purchase the packet. That is what this list is about. When we can help someone, we do, because we know we will have to ask for help at some point. Then there is the golden rule. So, I don't know if I answered your ques.
