Meg, Civil records were kept for births from circa 1847-1849/50 and after 1880. For records after 1880 contact the NY State Dept of Health (form available on their website). Utica has records 1873 to present (Schweitzer, NY Genealogical Research, 1988) Of course there are church records that may go much earlier. The Oneida Co. Rootsweb site has posted the early (1847-51) records. I suspect (although they do not cite their source) that this is the database compiled by Oneida Co. and available to the public in the basement of the Oneida Co. Courthouse in Utica. I believe they also have a website. Many of the original records are with the town clerks.
