Homesteading laws all applied only to federal lands. New York is a state land state. There were no federal lands in NY for the federal gvt to offer for homesteading. The many settlers who moved into NY after the Revolution bought land from the state or from one of several large land companies who had acquired patent to the lands from the state (ie the Holland Land Company).
