There is a great resource available to you at the New York State Library. They have many old newspapers on microfilm - that are available via Interlibrary Loan (ILL) via your local library - or, can be purchased. Details on borrowing or purchasing the microfilm are at their website. Actually, you can check for newspaper availability on microfilm for several states. But for New York, you can select a county - in this case, Niagara County - and get to a list of all newspapers - by town - for the county. For each newspaper, you learn the original publication dates/years, number of issues, etc - then a list of which issues have been microfilmed.
