Sherry, There are quite a few Hart households in Erie and Niagara County, however only one Buffalo city, Erie, NY, sheet 31B that has a William H., b. (1907) in your time frame. He is Sone of William and Caroline and was a clerk at a steel co. in 1930. There are 7 male Hart's b. in your time frame in Niagara but no William's. There are ~35 males Hart's b. in your time frame including the one William.
