To keep it simple here, Folks: All index records for NYS and NYC vital record at *governmental* repositories are "secure" facilities [meaning police presence & lockable], where a current photo ID, and metal detector scanning of "your person" and belongings is required. Although LDS branches and NYPL on Fifth Ave, NYC were not alluded to as secure, or as insecure, I guarantee that you may read the index records at either facility without bodily threat.
