This might be because he was listed as a "trained nurse", and as another has written, Industry/Rush was primarily a school for delinquents, awhile Gowanda is a psychiatric hospital. The former Gowanda State Hospital was turned into Collins/Gowanda Correctional Facility in the early 1990's. Others have posted that he was the grandson of Isaac Skinkle, and there is a family tree in WorldConnect for Isaac. OTOH, his draft card for WW I says that he is a school supervisor.
