    3. At the beginning of the revolutionary war, local "Committees of Safety" were formed to identify loyalists in the community. People were asked to sign these pledges, usually agreeing to defend the community against possible British attack, in order to find out where their loyalties lay. It was a grim, Gestapo-like process in which one could not remain neutral.
