That's what the form with his name says. This is part of the "New Deal" during the 1930s. He must have been away from home in this program when the census was taken. He was given a report form to be mailed to his usual place of residence, and that form was given to the enumerator of that place. I have a number of forms from the enumerator of Brooklyn ED ....1679.... and this is one of them. If you are related to Leonard, contact me about this form.
