The certainties are that he was listed as age 7 in the 1920 census and in the 1930 census he was not listed at all. That means he must have been born in 1913. I know he lived with his parents William Ziegler and Edith Martin, and his many brothers/sisters in Brooklyn, in the East NY section. I know he was in WWII and lived in Colorado because my mother was there when my father was stationed in Colorado and purely by chance did they see each other in a supermarket. At that time he was married to someone I think was named Ann and had a daughter named Margaret. I have a photo with them in it. After that chance meeting in Colorado, he disappeared again.
