The Navy yard is quite close. You can see both locations on a google map - searching Dock St and separately, Brooklyn Navy Yard (now NY Naval Station). (attached) The Forgotten New York site - http://www.forgotten-ny.com/STREET SCENES/fultonbrooklyn3/fultonbrooklyn3.html has some information on the area. Walter Greenspan will probably know the name of the neighborhood around Dock St. To get the 1930 Brooklyn Eagle article, I ordered the microfilm through my library and viewed it there, printing a copy.
