I just called there and they gave me all the info I wanted on the phone: headstone status, who is buried there in the same plot, when they died, how old they were, and who the plot owner was. Have they said anything about you signing an affadavit and then they would give you a duplicate deed? You should ask them. See if they will negotiate with you on the perpetual care funds. But they probably won't let you put a stone there until the perpetual care is settled. My cousin had the same thing at Holy Name Cemetery in Jersey City, NJ. He did do the deed thing, though. And I wrote them a letter. I want to replace a headstone that might have been where my great grandfather is buried. there is no stone there now. I wrote to Holy Cross Cemetery and asked if I could put a headstone there forhim. He was in the Civil War and fought for 4 years and he deserves a headstone. I get back this long letter about perpetual care about $4,000. and money about a footer and then I have to get an okay from the owner, whos been dead for hundred years, permission from the immediate family members who by the way are in the same burial plot. I just wanted a headstone from the US government, which is free, doesn't need a footer because they are making them longer this reason of not needing a footer and I get a long blagh,blagh. You can never get a straight answer from them anymore. I might be going in the next few weeks if you would tell me the plot and section I could see, if you could wait that long.
