I checked it out and just received a note back from the Genesee County History Department and Records Management from history@co.genesee.ny.us and here are the fees: DAILY NEWS ARTICLES Fees for copies: Quarter Column or smaller = $5 Full Column = $10.00 Half a page = $15.00 Full page = $30.00 Prices cover staff time, printing fees and postage. There is a form to fill out, which is somewhat confusing because it asks the article headline, date of article and page (if known). The index gives a person's name, date of article, a "topic," and sometimes a page number, but no headline. The department asks you to fill in the form, send it in, and they will provide you with the cost. Once they receive payment, they will copy and send the articles. Hope this helps.
