I approached this issue by asking the Montana list, because I had a photo of old cars with exposed license from that state. There was also a man with a young girl, who I thought might be relation. Solution was the Montana Historical Society, who responded within two days of my request with the car's registered owners of 1910. Don't know those owners or the people in the picture, but I did get an answer. You could try the state historical society to see if they have similar registration records.
