    3. I don't know about ALL schools, but. . .some student records are permanent in NYS. Most private schools retain their records but not necessarily in accessible form (even to their own offices). They might just be boxes of papers somewhere in the basement (this may also be the case at public schools). If a parochial school closes, the permanent records are often transferred to the denomination's diocesan office for storage. As for public schools, in the last few years there have been grant programs for permanent records. The school may/may not have participated in one. If they did, the permanent records are probably on microfilm. The school cannot legally allow anyone to search through permanent school records whether paper or microfilm and it must be done by a school employee. Good luck on that.
