I can see limiting the grave decorations if the deceased has been buried for a while, some grave decorations can get out of hand and would be hard for cemetery maintenance. In my local cemetery I regularly see children's toys, home made signs, vases of flowers, balloons, birthday cards- even cans of beer placed on a headstone as tribute.... and while it is touching to the deceased I can see how hard it would be to mow and trim around. But for what funerals cost you should be able to have all the flowers you like at the time of burial- at least limited amount of time. I think that it is actually the family asking for a limit of flowers sent to the funeral home. An over-abundance of flower arrangements can be overwhelming.
