I found him in the Social Security Death Index. He was born 22 May 1926 and died 28 Sept. 2002. I couldn't find him in the 1930 census either. I found the following article by googling his name: West Nile Death Toll 124 The death toll from West Nile virus has risen to at least 124 in 2,477 cases, the Centers for Disease Control and Prevention reported. Michigan added five deaths to its total, bringing the state's death toll to 21 in 343 cases, second only to Illinois with 32 deaths in 583 cases. New York added a 76-year-old Buffalo man as its latest fatality, but that death had not yet been counted by the CDC. Marvin Epps died at Erie County Medical Center -- the first death from the mosquito-borne disease in Upstate New York. He became ill Sept. 11, thought he was suffering from the flu, and wasn't diagnosed with West Nile until last week. "By that time, Marvin was too far gone. This is a very savage disease," said Norman Hare, a friend of Epps's daughter. You could get a copy of his S.S. form by sending $27 to them. That should show his parents.
