I am interest in doing Interlibrary loaning of some New York State Archived Newspapers. These would be in various areas. I am looking for the location where these New York newspapers are archived and I am able to get a list of the newspapers held there. Does anyone have experience in Inter-Loaning these papers. The New York State Library in Albany is your best bet and has exactly the info you're looking for on their website, listed by county (http://www.nysl.nysed.gov/nysnp/). I have been working on a similar project, and I found excellent information regarding the dates of publication of various newspapers all across the state. Similar information is available for all states at the Library of Congress website, at http://chroniclingamerica.loc.gov/search/titles/. Unfortunately, I've had worse luck in actually securing the materials through inter-library loans from my local library for the newspapers I've requested. But I'm still trying and the NYS Library is the best source, both for the info on publication, and for the actual microfilms.
