I have her as the 6th child of David Sager and Hannah Barbara Eckhardt. This family moved north into southern Quebec around 1792, and the birth date is too late for the Sarah/Sally you are looking for. I haven't run across the names of Phelps or Bates in my Sager searches, but I wouldn't be surprised if there is a connection somewhere between the two families.
