According to the 1880 federal census, Walton, Delaware County, NY, I believe Frank might have been the son of Philo ?. Sprague (b.circa 1836, NY) and Julia (?) Sprague (b. circa 1837, NY). There is also a Sprague family in the 1900 census that might be his parents 20 years later. I don't have access to census, but a friend printed out a couple of pages for me and I got all this from those few pages. I hope this at least gives you some clue and somewhere to start.
