Hi Hubert, I have nothing in the Vital Records book. Your dates are too old. This book covers only 177-1834. In the History of Clinton County, there is no mention at all of a Howlett HAYS/HAYES/HAY. I did the Hayes family a week or two ago for the Clinton County list so you may want to check the Archives and see if there may be other family members that you can fill in.
