Hi Colleen, I find it so hard to believe but, I could not find anything listed under any of your spellings of LICKLEY in either book, 10,000 Vital Records or History of Clinton. The closest I could come up with was the surname LUCKEY; and then no John. I would think that if he was arrested, there would have been a newspaper article. I even checked my NH documents, just to be on the safe side, and there was no mention of that surname. Sorry I could not be of any help this time around.
