Marti, I think we have corresponded in the past about Chenango Co. research. I looked in my 1902 Chenango Co. Directory and found 2 listings for BROWER and one for BOWER and a lot of BOWERS, plus lots of HACKETTs, but no William BOWER or BROWER..
