He was born June 30, 1923, in Sharon, Pa. He was a 1941 graduate of Falconer High School and earned two degrees from Jamestown Community College. He was a veteran of World War II, serving in the U.S. Army Air Corps. Along with his father, he owned and operated the Falconer Ben Franklin Store and other commercial property until 1974. He served as mayor of Falconer from 1966 to 1970. He was president of the Chautauqua County Mayor’s Association from 1969 to 1979 and a member of the Falconer Planning and Zoning Board for 14 years. A Florida resident since 1974, he served as city commissioner from 1990 to 1993, chairman of the South Pasadena Planning and Zoning Board, a member of the city’s Charter Review Commission and Fireman’s Pension Board, and in 2000 served a three-month interim appointment to the City Commission. He was a member! of the Pass-A-Grille Beach Community Church and a 50-year member of the Henry Mosher Post 638 of Falconer. He is survived by his wife of 57 years, Jeanne Crossley Pugh; two sons: Dr. Steven T. Pugh of Englewood, Colo., and R. Scott Pugh, Esq. of Fredericksburg, Va.; and three grandchildren: Lisa and Courtney Pugh of Englewood and Theodore Clifford ‘‘T.C.’’ Pugh of Fredericksburg. He was preceded in death by a son, Howard F. ‘‘Skip’’ Pugh, who died in 1985. A memorial service will be held at 4 p.m. today in the Pass-A-Grille Beach Community Church. Arrangements are by the National Cremation Society.
