Tom: To the best of my knowledge, Scott was never in Cayuga County. I'm doing this from memory, so someone might correct me, but Cayuga County was spun off from Onondaga County circa 1800. Syracuse, CITY, is the county seat for Onondaga County. I've never heard of it as a county. During the 70's and early 80's my parents would take me on camping trips to Florida and elsewheres. When people asked where we were from, we always replied Upstate New York (to differentiate from NYC) and if giving an actual place would say near Syracuse. That was because although most people had heard of Syracuse and had an idea where that was, NOBODY had ever heard of Moravia- and certainly not West Niles which is where our home actually was along Owasco Lake. Maybe even back then this was happening?
