The earliest information I have located to date on Phineas is the 1820 census at that time, the area was known as Niagara county, Town of Concord. He didn't move he always resided in Zoar but you will find him in 1830 -1850 in Town of Collins, Erie County, After hope died he moved in withOrson Votly in East Otto (I am sure that is not how the last name is suppose to be spelled. Phineas was one of the first land owners in Zoar, town of Collins, NY he was also the first postmaster in Zoar (commissioned 1820) I hope that helps a little.
