New York State did not require vital records until after 1880 and it wasn't enforced until after 1900's. Some locations did keep records from the time the townships were formed but the dates varies considerably. Records at the county level are primarly probate and land records, no vital records. New York and Vermont had a border dispute in the late 1700's which may explain why some sources say NY and others Vermont. Do you know if those families were Quakers? Freeman and Briggs are considered common Quaker surnames. They are well-known for the record keeping and many of their records survived.
