I think that the Italian Civil Registration records have been digitized, and are listed online, but last I checked you had to be logged in to an FHL computer to access them - logging in with my account didn't work. I don't know why the Italian government stipulated those restrictions (probably has something to do with putting the records up on their own website, Antenati <http://www.antenati.san.beniculturali.it/en>), but that's just an example of the restriction imposed by some of the organizations the FHL partners with.
