Yes and no, Bob. Marriage Licenses those years ARE at the Archives. & NYC DOH has refused to comply and send newer Births and Deaths to the Archives, even though they should be there. This has gone on since Commissioner FARLEY. Newest NYC Mayor Bill de BLASIO has a bad rep for excluding the press access to meetings and records. The latest is that de BLASIO'S attorneys are screening EVERY Freedom of Information request filed. He's a control freak and so watch out what else he controls.
